A.Masoud Tokhi

Ahmad Masoud Tokhi completed his high school education at Habibia High School in Kabul. After graduating high school, he joined Kabul University, where he received a Bachelor degree in Economics and later on he got his master degree in Development Policies and Practices from Graduate Institute of Geneva. After completing his studies in Kabul, he worked for several years in a non-governmental organization in various management capacities.
In 2009 , he started his career with Afghan government (through MCP, CBR and TAGHIR projects) as the Director of the Public Administration Reform (PAR) of the Independent Administrative Reforms and Civil Service Commission (IARCSC) and than as General Director for Afghanistan Civil Service Management where he was leading the Public Administrative Reform agenda of Afghan Government till August 2021.
Before joining Independent Administrative Reform and Civil Service Commission, Mr. Tokhi worked for ActionAid International for seven years in different positions including Capacity Development Manager, Just and Democratic Governance Thematic Leader and General Manager of Institute for Social Change. Also he has worked with Ministry of Rural Rehabilitation and Development as Strategy Development Advisor and in Capacity Development Directorate of Civil Service Commission as Head of Program Development Unit.

A.Shaker Ahmadi

Ahmed Shaker Ahmadi holds a bachelor's degree in literature and a master's degree in political science and public administration from Turkey.
He is also a trained and experienced ANA officer and served as the military attaché of the Afghan Embassy in Turkey.
He has also been active in cultural and educational fields, among which we can mention the former CEO of Fanoos Kabul Private University.

Ahmadi.Khadija

Ms. Khadija Ahmadi was born in Afghanistan in 1986.She earned a Master’s degree in Urban Planning.
Ms. Ahmadi has worked in several urban development roles in government and with different international organizations in Afghanistan. She served for five years with the UN in Afghanistan. While working as urban planning officer with UN-Habitat, she was involved in strategy municipality action planning, a participatory community-based development approach under the City for All national programme. She was former Mayor of Nili, in Afghanistan, As mayor, she has focused on participatory planning and increasing municipal revenue through partnerships with the private sector and community participation. She believed that Municipalism cannot succeed without the presence of women at the leadership level. Girls' access to education and a proper urban environment to have an inclusive city have been one of her priorities. She also supported the creation of women and child friendly urban spaces in Nili,. She has been recognized as one of the ten most effective women in Afghanistan in 2019 by UNITED NATION in Afghanistan, and the recipient of Premio Ones Meditarrania Award for defending women's rights in Spain.

Besmillah Taban

Besmillah Taban, was born in Ghazni Province of Afghanistan, has Masters degree in Theory of State and Law, Constitutional and Administrative Law, from Al-Farabi Kazakh National University (KazNU), BA in Law in Kateb University and first Bachelor’s from Police Academy in Kabul, he worked in law enforcement’s sector with the government in Afghanistan,
He has experience in the academic studies of criminology, Policing (POP, COP,TOP, and IOP), local governance, public security, public order, and HR,
He was the General Director of Crime Investigation Department (CID) in the Ministry of Interior Affairs of Afghanistan

Fakhruddin Kamal

General Fakhruddin Kamal was born in Panjshir. He obtained a Master of Laws from the Tor Vergata University in Rome, Italy, and is also a graduate of the Modena & Carabinieri Military Academy in Rome.
He was one of the key figures in the reforms in the military sector of Afghanistan and worked in the field of security with the government and the international community in Afghanistan. Before the fall of Afghanistan, Before the fall of the َAfghanistan Republic government, he was the chief of staff of the Ministry of Interior Affairs

Farhad Khurami

Anwarulhaq ‘Farhad’ Khurami, born in Balkh Afghanistan, studied Bachelor of Arts (Political Science) at Goa university, India and Master of Global Affairs at Bahcesehir University. Experience of working with governmental and non-governmental organizations. Working experience with Doctors Without Borders, Save the children, Directorate of Local Governance of Islamic Republic of Afghanistan, and Office of the Chief of Staff of the interior ministry.

Hamed Karimi

Hamed Karimi has a bachelor's degree in law and a master's degree in public law. From 2003 to 2021, he worked in legal and governance fields with the government and international organizations in Afghanistan.
His work experience is mostly focused on various aspects of local governance.
He has experience in the academic study of local governance in countries involved in civil wars in East Asia with a focus on Indonesia and in Africa with a focus on the country of Uganda in his research portfolio.
He was the director of policy and planning directorate for local governance and knows very well the challenges of governance in village-District and provinces of Afghanistan.

Hasam Shams

Hasam Shams has studied journalism. He has worked for 18 years in the field, as a district governor( Enjil District), local governance specialist, and also as governor of Badghis province in western Afghanistan. He has lots of experience in the field of security.
He also has experience working directly with the local people and is one of the local governance cadres of Afghanistan.

Khadija Haidary

Khadija haidary, born in Takhar Afghanistan. Studied bachelor of B.A( business administration) at Kabul university, and a master of M.A( finance and banking affairs) also in Kabul university.
10 years of experience with government and non-governmental organizations such as; JACK, UN-HABITAT, GIZ, SWEDISH COMMETTE, IDLG...
After the fall of Kabul, she joined the Ghalib university's academic cadres. She is interested in writing and working volunteer for the girl's education.

Mukhtar Negah

Mukhtar Negah was born in Takhar province and has an academic education in the field of Persian literature as well as international relations. In the last two decades, he has worked with governmental and non-governmental organizations in Afghanistan and is one of the founders of some research and cultural centers as well as news agencies in Afghanistan, among which are "Persesh" news agency, "Pol" research center. And the cultural center "Book City" pointed out.

Mushtary Alam

Mushtary Alam is a Bachelor's degree holder in Information Technology with impressive skills in Database Administration, Software Testing, and Project Coordination. With experience working with Government Sector and International Organizations, Mushtary is currently pursuing a Data Analytics Certification.

Najibullah Mutahari

Najibullah Mutahari is highly experienced with a diverse background in various fields, including politics, administration, culture, education, and social activities. He was born in the Takhar province of Afghanistan and completed his first master's degree in Public Administration in India. He has served as Chief of Staff at the Office of Chief of Staff to the President and the Independent Directorate of Local Governance in Afghanistan. He founded and worked as the editor-in-chief of the first daily newspaper in Takhar province, and has delivered voluntary lectures and worked with various organisations.
He has participated in more than 100 national and international conferences in several countries. Some of the notable events he has attended include the Berlin Economic Forum 2023, the World Forum on Democracy & Peace 2023, the Second Belt and Road Forum for International Cooperation in Beijing, China in 2019, and the NESA Building and Sustaining Afghanistan's Civilian-Military Capacity Seminar in Washington DC, United States in 2019.

Wafa Mohammad Naseri has a bachelor’s degree in law and a master’s degree in law as well. From 2012 to 2021, he worked in legal and governance fields with the government and non-governmental organizations in Afghanistan.
His work experience is mostly focused on various aspects of local governance and law.

He was the head of the law and regulation department for local governance and knew very well the challenges of governance in village-District and provinces of Afghanistan
Now, he is a Ph.D. student at Karabuk university Turkey.

Zamani-Adele

Adele Zamani studied and teaches psychology. She has now focused on teaching this field for Afghan girls and is considered one of the experts in the field of Afghan women's psychology.
In recent years, She has been active in the field of women's rights and social activities for vulnerable groups.
